The University of Wyoming Low Income Taxpayer Clinic assists low-income individuals and individuals who speak English as a second language (ESL) in tax disputes with the Internal Revenue Service (IRS).
The Low Income Taxpayer Clinic opened its doors in spring 2020 as the only pro-bono tax representation clinic in Wyoming. Despite being still in its inception phase, the clinic has served dozens of clients from nine different counties.
The Low Income Taxpayer Clinic program is a federal grant program that provides the matching fund of up to $100,000 per year to a qualifying organization, which are generally legal aids, academic clinics, and other non-profit organizations, under a shared mission to protect taxpayer rights.
Clinics participating in the LITC program ensure the fairness and integrity of the tax system for low-income or ESL taxpayers by 1) providing pro bono representation on their behalf in tax disputes with the IRS, 2) educating them about their rights and responsibilities as taxpayers, and 3) identifying and advocating for issues that impact these taxpayers.
